It's important to put the distributed OpenSSL file libeay32.dll in the
same directory as the NTP binaries and not in system32 otherwise you may
get conflicts like this. If that is what is happening then the installer
needs to be fixed to put it in the same directory with the binaries. Do
you have libeay32.dll installed anywhere on this machine?
