To reverse the analogy: If you have a precision screwdriver, every
problem looks like a tiny screw. But I'm afraid your problem is a nail.

ntp is meant to synchronize clocks. As such, it can compensate for bad
quality clocks, but you can't stretch it too far. In your case, the
circumstances (frequent reboots, network congestion) combined with your
requirements for very fast starup-sync and high accuracy really seem to
suggest that first and foremost you need much better clocks, with good
holdover across reboots.
