Assuming you're in the USA, why are you synchronizing time servers
from halfway around the world (France, Germany, Switzerland)? Network
latency and jitter will be horrible to those systems

If you're syncing over the Internet, stratum-1 servers such as
navobs1.oar.net, should not be used without good reason. Network
jitter would dominate any improved time you might get, and stratum-1
servers are already overloaded.

I would suggest this configuration instead of all teh servers you
have. It will automatically choose four working servers reasonably
close to you:
server 0.pool.ntp.org
server 1.pool.ntp.org
server 2.pool.ntp.org
server 3.pool.ntp.org
