The text of the "approved" ntp licence at
http://www.opensource.org/licenses/ntp-license.php
refers (somewhat oddly it seems to me), not specifically to "University 
of Delaware," but rather to the "string variables" of 
(CopyrightHoldersName) and (TrademarkedName).  I mistook the latter as 
referring to the name "ntp" when, in fact, both "string variables" appear 
to have been assigned (by whom?) a common value of "University of 
Delaware." 

Overlooking this "string substitution" oddity, I now withdraw my cavils 
regarding ntp's status as open source.

PS  I do not, however, withdraw my earlier comments regarding the 
"political overhead" associated with the design and development of ntp.
