There is not very much that *can* be done for such people.  There is 
"orphan mode" which I have never used or needed to.  Other than that, 
NTP has little to offer people who can't get time from outside and have 
no authoritative source inside.  Maybe they could put a "sun dial" on 
the front lawn???
