What platform?
What version of NetBSD?

On i386 with NetBSD since 1.5x I would expect to see those
entries in group wheel, ie.

-rw-r--r--  1  root  wheel   4  Jun 19 19:09 inetd.pid

what are the ntpd files in /usr/sbin? I have:
ntp-keygen
ntpd
ntpdate
ntpdc
ntpq
ntptime
ntptrace
sntp

Those are all from the base system but it's easy enough to compile
a more recent version either in /usr/pkg/(s)bin or /usr/local/bin.
On the oldest system I have in use I have 4.2.0-r in /usr/sbin and 
4.2.6p2 in /usr/local/bin.

Note that just copying binaries from a different NetBSD version
might not work.
