[ntp:questions] NTP rootdispersion issue.

The following is a snippet of the debug log of ntpd in our environment. There's only 1 server configured and another is the local clock.

The root dispersion value is quite high as I understand and this makes the configured server fail one of the sanity tests (TEST 11). I'm not sure why is this happening can anyone suggest any methods to resolve this issue. Here's the snippet of the debug log,
