[ntp:questions] NTPD standalone slow star­tup

Hello,
I have a trouble configuring the NTPD to run as a standalone server. In ntp.conf I have the following lines:

server 127.127.1.0 prefer
fudge 127.127.1.0 stratum 1

The ntpd daemon starts, but the clients report the time provided by this daemon as invalid for first 3 minutes.
How can I force it to come up quicker? 3 minutes is a bit too long.
I run it on QNX 6.41, but it seems the daemion is the same as for Linux.

Here is the logfile of NTPD (i cut it after the "report_event: system event 'event_sync_chg' " message, after that the ntpd starts to be treated by clients as valid):
