[ntp:questions] What is up with utcnist.colorado.edu ???

I noticed yesterday morning that my time dispersion suddenly tightened up on my server... Odd...

(Sorry for the jump at the end, that is when I restarted it earlier this morning.)

At first I thought maybe NTP switched to a different server, so I logged in and noticed a couple weird things:

utcnist.colorado.edu (aka india.colorado.edu) dropped its poll time down to 64s? But also the refid changed from ACTS to NIST?

I just restarted my NTP server this morning, and for some reason it's still keeping that one server @ 64s?

Is there something I can do to dig deeper and find out why it's doing that? I didn't make any changes to my config or to my server.
The server lines in NTP look like:
