This sounds like an old bug:

 From some old discussions here on the news group I found that this 
could happen if the maximum monlist entries that can be recorded by ntpd 
is exceeded.

A possible way to verify this would be to restart ntpd and then check if 
the command works correctly as long as the monlist is not too long.

After some investigation I've done it looks like the version of the ntpq 
and ntpdc programs on your machine are 4.2.4p8, whereas the version of 
ntpd is reported as 4.2.4p5-a.

It sounds strange that all these programs come from the same NTP 
software package shipped with FreeBSD 10, and keep in mind that ntpdc 
had been designed as debugging tool without guarantee that ntpdc from 
one versions runs perfectly with ntpd from another version.

Maybe you should check if there is an update to NTP 4.2.6p5 available 
which is the current stable version?

We havent heard about the "incomplete response" problem for quite some 
time, so the bug has possibly been fixed in the stable version, even 
though the bugzilla issue is still not closed.
