Can you add -D2 to the command line and see if it transmits to the
link-local address? you should see a transmit line in the output. Also
can you do this for both systems? If it's receiving the packet it should
see it in the receive line in the output. Also does ntpq work with
pointing to the other system using the link-local address. Finally does
the switch on the LAN work with IPv6? Just checking.
