	From memory, it takes a while for the LOCAL clock driver to
synchronize and start providing time.  Stratum 16 is an indication
that it doesn't believe it's synchronized at all (even to the local
clock.)

	You might consider orphan mode as it should be superior to the
LOCAL refclock in many applications.
