First thing to do is check the existing logs, system messages, ntp log, daemon logs if available ; there should be a clue there.
As this is a test, the problem should be reproducible. So before repeating it make sure that ntp logging is enabled, that ntp reconfig ad system nic reconfig messages are capture , and maybe run ntpd in debug mode , i.e. not demonized. Just standard debugging methodology really.
