That's odd. When a source becomes unsynchronized (stratum == 16 or leap
== 3), the reachability should drop to 0 after 8 polls and ntpd should
select another source, even if the source was specified with the
"prefer" options. Can you please post a tcpdump output showing the
server responses and output of "ntpq -c as -c rv &1" command?
